This is a Key Configuration recently discussed on Form Affinity Youtube channel's video "Maya to Blender 2.8 - Part 2"

It includes changes to:
Tumble/Rotate, Pan and Zoom
QWER keys set to Selection Box, Move, Rotate and Scale widgets
F key set to Focus, Isolate Select (Local View) set to Alt + E

To use, within Blender's Preferences, navigate to file through "Import Key Configuration" button.
